The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are waged: positive announcements are delivered from various governments. Significant resources is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capacity enabled by timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, probably delivered by Western nations. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to grim resignation: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Soon after, a automatic firearm fired at a drone in the vicinity, part of a defensive team – probably allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its target.

Intermittently, this continued until dawn. Kyiv faced the early updates: seven people killed, damage and heating outages in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's essential dependence on international aid – a need that regional partners are evidently unprepared to fill in the near term.

Unsuccessful Negotiations

The comprehensive proposal from US administration sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new proposal from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration works based on a principle well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its benefit in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a total frontline collapse until situations evolve in its favour.

Current Realities

Realistically, there are no genuine requirements for a truce. Now, individual motivations are coming into play: political desires to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not move to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
